You are not allowed to know everything
A scouting system where you see the truth is not a scouting system. It is a spreadsheet with extra steps.
What you see is an estimate
You do not get true ratings. You get an estimate with a confidence band around it, and that band tightens the longer and more closely you have watched a player. It applies inside your own organisation and it applies harder to everybody else's.
Which makes a trade a decision
Both sides are working from their own fogged read, which is exactly why trades in real baseball are interesting and why they are usually arithmetic in a simulation. If you are confident about a player the other front office is not, that gap is the whole opportunity.
Younger means blurrier
The gap between what a player looks like and what he might become widens the younger he is. An eighteen-year-old is mostly a guess with a haircut, which is the correct amount of information to have about an eighteen-year-old.
Area scouts cover ground
Coverage is not uniform and it is not free. Where you have looked hardest is where you see most clearly, and that is a budget decision like any other.
