Every player has a price, and the price is not just a function of how good he is.
Greed is a rating and it shows up in dollars
A greedy player costs more in free agency. Not as flavour text, as an actual modifier on what he will sign for. A loyal one re-signs at a discount, and loyalty and greed are negatively correlated, so the bargain and the holdout are usually different people.
Some of them want to win
Wanting to play for a winner is its own trait, which means a contender can pay less for the same player. If you have spent four seasons rebuilding, that discount is not available to you, and that is the cost of the rebuild nobody puts on the balance sheet.
Your owner sets the ceiling
Seven owner archetypes authorize very different payrolls on the same revenue. What you can offer is not purely a function of what your club earns.
